Initial review of the District of Columbia Organic Act of 1871 seems like it only sets up a local government (like Chicago or Seattle); how do you get that they formed a private corporation?

If you take the Act out of its historical context and, from the present looking to the past, imagine who the parties involved are, we might agree. However, we cannot do that; to best understand what really happened we follow our:

Standard for Review
Rule 1: To understand any relationship you must:
1. First understand who the parties are;
a. Always know yourself first
b. Discover the true nature of all other parties second
2. Then you must understand the environmental nature of the relationship; and,
3. Only then do the actual terms of the relationship begin to have meaning and bearing on the relationship.
Rule 2: To have any hope of understanding any particular situation in any relationship you must have first applied Rule 1, only then do the details of the situation in question have any meaning; therefore, review such details in accord with Rule 1 as well.

Thus, to understand the parties involved in the District of Columbia Organic Act of 1871, we must first understand who the parties are involved in the relationship described by the Act. We are not here going to delve into the Act in its entirety, suffice it to say, looking over the situation we find the Act is one made by the original jurisdiction Congress, set by the Constitution for the United States of America. The District of Columbia Organic Act of 1871 describes its venue as: “all that part of the territory of the United States included within the limits of the District of Columbia”. The District of Columbia was originally provided for in the Constitution for the United States of America (9-17-1787) at Article 1 Section 8, specifically in the last two clauses.

Then, on July 16, 1790, in accord with the provisions of those clauses, the Territory was formed in the District of Columbia Act, wherein the “ten mile square” territory was permanently created and made the permanent location of the country’s government, that is to say, the “territory” includes the actual government. Under the Act Congress also made the President the civic leader of the local government in all matters in said Territory. Then on February 27, 1801, under the second District of Columbia Act, two counties were formed and their respective officers and district judges were appointed. Further, the established town governments of Alexandria, Georgetown and Washington were recognized as constituted and placed under the laws of the District, its judges, etc.

The United States Supreme Court has repeatedly called this act the “District of Columbia Organization Act” or the “Charter Act of the District of Columbia” and recognized it as the incorporation of the “municipality” known as the “District of Columbia”. Then on March 3, 1801 a Supplementary Act to that last Act, noted here, added the authority that the Marshals appointed by the respective District Court Judges collectively form a County Commission with the authority to appoint all officers as may be needed in similarity to the respective State officials in the states whence the counties Washington and Alexandria came, those being Maryland and Virginia, respectively.

According to the United States Supreme Court those charter acts (first acts) were the official incorporation of the formal government of the District of Columbia as chartered by Congress in accord with the Constitution’s provision. Again, the Supreme Court called that body of government “a corporation”, with the right to sue and be sued. Since 1801 The District of Columbia has been consistently recognized as a “municipal corporation” with its own government.

Congress wrote:

That all that part of the territory of the United States included within the limits of the District of Columbia be, and the same is hereby, created into a government by the name of the District of Columbia, by which name it is hereby constituted a body corporate for municipal purposes … and exercise all other powers of a municipal corporation.

Knowing the government of the District of Columbia was already “created into a government” and so formed into a municipal incorporation in 1801 under the District of Columbia Acts, we wonder, even with Congress’ constitutional authority to pass any law within the ten mile square of the District, how do you create, or incorporate, for the first time a municipal government that has already been in existence as a municipal corporation for over 70 years? The obvious answer is, “It’s impossible!” There is no way to pass an “Organic Act” when the Charter Act is already in place, because the two words (organic and charter) have the same meaning–The First Act. Even Congress cannot change history; though historians can make it appear to change by rewriting it for those unwilling to study the past from the records. The records speak for themselves only if we study them.

When you consider the historical facts, the only meaning left for the terms given in the opening paragraph of the District of Columbia Organic Act of 1871 (and that which follows) is, the municipal corporation that was created is a private corporation owned by the actual government. And the only government created in that Act was the same government any private corporation has within the operation of its own corporate construct. Thus, we call it Corp. U.S. We also note Congress reserved the right, granted them in the Constitution, to complete dictatorial authority over their Corp. U.S. construct, without regard for its internal operations or officers. Thus, Congress can use it within the ten mile square as they see fit.

“The establishment of our institutions,” wrote President Monroe, “forms the most important epoch that history hath recorded. They extend unexampled felicity to the whole body of our fellow-citizens, and are the admiration of other nations. To preserve and hand them down in their utmost purity to the remotest ages will require the existence and practice of virtues and talents equal to those which were displayed in acquiring them. It is ardently hoped and confidently believed that these will not be wanting.”

In this era of world-wide social and political change, it behooves us, as never before, to know the fundamentals of our Constitution which, in times of stress as well as in peace, has provided the American people with a more enduring and practical government, and a greater degree of prosperity that any other people have ever had.

It is well to remember the words of James Madison as we search for Truth in Self-Government and in Our Understanding of this Great Document of Liberty, Freedom, Justice and Prosperity.

“A popular government without popular information, or the means of acquiring it, is but a prologue to a farce or a tragedy, or perhaps both. Knowledge will forever govern ignorance, and a people who mean to be their own governors must arm themselves with the power which knowledge gives.” ~James Madison letter to W. T. Barry, August 4, 1822

“In proportion as the structure of a government gives force to public opinion,” wrote Washington in his Farewell Address, “it is essential that public opinion should be enlightened.”

Therefore, the purpose of this presentation is to make accessible to every citizen and his posterity such knowledge of the Constitution For The United States as will serve him well, in peace or war. But the means of acquiring the information essential to stalwart citizenship has never before been available to the mass of people in as practical and simple form as this presentation on the internet.

“Almost every provision in that instrument [The Constitution],” said a great jurist, ” has a history that must be understood before the brief and sententious language employed can be comprehended in the relations its authors intended.”

The simple plan of this presentation is to explain the Constitution by a note to every line or clause that has a story or drama from history back of it, or that has contributed during the -1678 years of our life under this document to the welfare of mankind. This method leaves the test of the Constitution and the Amendments in unbroken connection, so that the whole design is plainly seen as the explanation appears immediately under the part to be explained. In addition to showing the historic sources of particular provisions of the Constitution examples are also given to the application of the clauses in great matters which have arisen during our nation’s life. These decisions of the courts are brought down to the present day. They illustrate very clearly that the man in power has undergone no change and that without the prohibitions of the Constitution and the means of giving them immediate effect he would become as dangerous as he ever was to the safety of the government and to the rights and liberties of the people.

One who reads and studies closely the full explanation in the text will discover that each clause or word in the Constitution was carefully designed to protect the individual – his life, his liberty and his property. By a few, the erroneous belief has been spread that the Constitution is a barrier in the way of American progress. Actually the Constitution is a coat of mail which man himself has fashioned for his own protection, and which he has changed from time to time that the protection might be the more complete – protection against the abuse of power by his servants in the legislature or Congress, whom he may dismiss at election time or by impeachment, and against whose invasion of his rights he can appeal to the courts; against his executive officers, whom he may dismiss by impeachment or ballot; against his judges, whom he may remove for lack of “good behavior.” His government is not his master, as the king or dictator has always been, but his servant.”

1871, February 21: Congress Passes an Act to Provide a Government for the District of Columbia, also known as the Act of 1871.
With no constitutional authority to do so, Congress creates a separate form of government for the District of Columbia, a ten mile square parcel of land (see, Acts of the Forty-first Congress,” Section 34, Session III, chapters 61 and 62).
The act — passed when the country was weakened and financially depleted in the aftermath of the Civil War – was a strategic move by foreign interests (international bankers) who were intent upon gaining a stranglehold on the coffers and neck of America. Congress cut a deal with the international bankers (specifically Rothschilds of London) to incur a DEBT to said bankers. Because the bankers were not about to lend money to a floundering nation without serious stipulations, they devised a way to get their foot in the door of the United States.


The Act of 1871 formed a corporation called THE UNITED STATES. The corporation, OWNED by foreign interests, moved in and shoved the original Constitution into a dustbin. With the Act of 1871, the organic Constitution was defaced – in effect vandalized and sabotage – when the title was capitalized and the word FOR was changed to OF in the title.

THE CONSTITUTION OF THE UNITED STATES OF AMERICA is the constitution of the incorporated UNITED STATES OF AMERICA. It operates in an economic capacity and has been used to fool the People into thinking it governs the Republic. It does is not! Capitalization is NOT insignificant when one is referring to a legal document. This seemingly “minor” alteration has had a major impact on every subsequent generation of Americans. What Congress did by passing the Act of 1871 was create an entirely new document, a constitution for the government of the District of Columbia, an INCORPORATED government. This Act of 1871 newly altered Constitution was not intended to benefit the Republic. It benefits only the corporation of the UNITED STATES OF AMERICA and operates entirely outside the original (organic) Constitution.
Instead of having absolute and unalienable rights guaranteed under the organic Constitution, we the people now have “relative” rights or privileges. One example is the Sovereign’s right to travel, which has now been transformed (under corporate government policy) into a “privilege” that requires citizens to be licensed. (Passports) By passing the Act of 1871, Congress committed TREASON against the People who were Sovereign under the grants and decrees of the Declaration of Independence and the organic Constitution.

The United States Isn’t a Country; It’s a Corporation! In preparation for stealing America, the puppets of Britain’s banking cabal had already created a second government, a Shadow Government designed to manage what the common herd believed was a democracy, but what really was an incorporated UNITED STATES. Together this chimera, this two-headed monster, disallowed the common herd all rights of sui juris. [you, in your sovereignty]


Congress, with no authority to do so, created a separate form of government for the District of Columbia, a ten-mile square parcel of land. WHY and HOW did they do so? First, Lisa Guliani of Babel Magazine, reminds us that the Civil War was, in fact, “little more than a calculated front with fancy footwork by backroom players.” Then she adds: “It was also a strategic maneuver by British and European interests (international bankers) intent on gaining a stranglehold on the coffers of America. And, because Congress knew our country was in dire financial straits, certain members of Congress cut a deal with the international bankers (in those days, the Rothschilds of London were dipping their fingers into everyone’s pie)… There you have the WHY, why members of Congress permitted the international bankers to gain further control of America.


“Then, by passing the Act of 1871, Congress formed a corporation known as THE UNITED STATES. This corporation, owned by foreign interests, shoved the organic version of the Constitution aside by changing the word ‘for’ to ‘of’ in the title. Let me explain: the original Constitution drafted by the Founding Fathers read: ‘The Constitution for the united states of America.’ [note that neither the words ‘united’ nor ‘states’ began with capital letters] But the CONSTITUTION OF THE UNITED STATES OF AMERICA’ is a corporate constitution, which is absolutely NOT the same document you think it is. First of all, it ended all our rights of sovereignty [Sui Juris]. So you now have the HOW, how the international bankers got their hands on THE UNITED STATES OF AMERICA.”


To fully understand how our rights of sovereignty were ended, you must know the full meaning of sovereign: “Chief or highest, supreme power, superior in position to all others; independent of and unlimited by others; possessing or entitled to; original and independent authority or jurisdiction.” (Webster).
In short, our government, which was created by and for us as sovereigns — free citizens deemed to have the highest authority in the land — was stolen from us, along with our rights. Keep in mind that, according to the original Constitution, only We the People are sovereign. Government is not sovereign. The Declaration of Independence say, “…government is subject to the consent of the governed.”


That’s us — the sovereigns. When did you last feel like a sovereign? “It doesn’t take a rocket scientist or a constitutional historian to figure out that the U.S. Government has NOT been subject to the consent of the governed since long before you or I were born. Rather, the governed are subject to the whim and greed of the corporation, which has stretched its tentacles beyond the ten-mile-square parcel of land known as the District of Columbia. In fact, it has invaded every state of the Republic. Mind you, the corporation has NO jurisdiction beyond the District of Columbia. You just think it does. “You see, you are ‘presumed’ to know the law, which is very weird since We the People are taught NOTHING about the law in school. We memorize obscure facts and phrases here and there, like the Preamble, which says, ‘We the People, establish this Constitution for the United States of America.’ But our teachers only gloss over the Bill of Rights. Our schools (controlled by the corporate government) don’t delve into the Constitution at depth. After all, the corporation was established to indoctrinate and ‘dumb-down’ the masses, not to teach anything of value or importance. Certainly, no one mentioned that America was sold-out to foreign interests, that we were beneficiaries of the debt incurred by Congress, or that we were in debt to the international bankers. Yet, for generations, Americans have had the bulk of their earnings confiscated to pay a massive debt that they did not incur. There’s an endless stream of things the People aren’t told. And, now that you are being told, how do you feel about being made the recipient of a debt without your knowledge or consent? “After passage of the Act of 1871 Congress set a series of subtle and overt deceptions into motion, deceptions in the form of decisions that were meant to sell us down the river. Over time, the Republic took it on the chin until it was knocked down and counted out by a technical KO [knock out]. With the surrender of the people’s gold in 1933, the ‘common herd’ was handed over to illegitimate law.

“Our corporate form of governance is based on Roman Civil Law and Admiralty, or Maritime, Law, which is also known as the ‘Divine Right of Kings’ and the’Law of the Seas’ — another fact of American history not taught in our schools.


Actually, Roman Civil Law was fully established in the colonies before our nation began, and then became managed by private international law. In other words, the government — the government created for the District of Columbia via the Act of 1871 — operates solely under Private International Law, not Common Law, which was the foundation of our Constitutional Republic. “This fact has impacted all Americans in concrete ways. For instance, although Private International Law is technically only applicable within the District of Columbia, and NOT in the other states of the Union, the arms of the Corporation of the UNITED STATES are called ‘departments’ — i.e., the Justice Department, the Treasury Department. And those departments affect everyone, no matter where (in what state) they live. Guess what? Each department belongs to the corporation — to the UNITED STATES.


“Refer to any UNITED STATES CODE (USC). Note the capitalization; this is evidence of a corporation, not a Republic. For example, In Title 28 3002 (15) (A) (B) (C), it is unequivocally stated that the UNITED STATES is a corporation.


Translation: the corporation is NOT a separate and distinct entity; it is not disconnected from the government; it IS the government – your government. This is extremely important! I refer to it as the ‘corporate EMPIRE of the UNITED STATES,’ which operates under Roman Civil Law outside the original Constitution. How do you like being ruled by a corporation? You say you’ll ask your Congressperson about this? HA!! “Congress is fully aware of this deception.


So it’s time that you, too, become aware of the deception. What this great deception means is that the members of Congress do NOT work for us, for you and me. They work for the Corporation, for the UNITED STATES. No wonder we can’t get them to do anything on our behalf, or meet or demands, or answer our questions.


“Technically, legally, or any other way you want to look at the matter, the corporate government of the UNITED STATES has no jurisdiction or authority in ANY State of the Union (the Republic) beyond the District of Columbia. Let that tidbit sink in, then ask yourself, could this deception have occurred without full knowledge and complicity of the Congress? Do you think it happened by accident? If you do, you’re deceiving yourself.
“There are no accidents, no coincidences. Face the facts and confront the truth. Remember, you are presumed to know the law. THEY know you don’t know the law or, for that matter, your history. Why? Because no concerted effort was ever made to teach or otherwise inform you. As a Sovereign, you are entitled to full disclosure of all facts. As a slave, you are entitled to nothing other than what the corporation decides to ‘give’ you.


“Remember also that ‘Ignorance of the law is no excuse.’ It’s your responsibility corporation counted on the fact that most people are too indifferent, unconcerned, distracted, or lazy to learn what they need to know to survive within the system. We have been conditioned to let the government do our thinking for us. Now’s the time to turn that around if we intend to help save our Republic and ourselves – before it’s too late.”As an instrument of the international bankers, the UNITED STATES owns you from birth to death. It also holds ownership of all your assets, of your property, even of your children. Think long and hard about all the bills taxes, fines, and licenses you have paid for or purchased. Yes, they had you by the pockets. If you don’t believe it, read the 14th Amendment. See how ‘free’ you really are.


Ignorance of the facts led to your silence. Silence is construed as consent; consent to be beneficiaries of a debt you did not incur. As a Sovereign People we have been deceived for hundreds of years; we think we are free, but in truth we are servants of the corporation.


“Congress committed treason against the People in 1871. Honest men could have corrected the fraud and treason. But apparently there weren’t enough honest men to counteract the lust for money and power. We lost more freedom than we will ever know, thanks to corporate infiltration of our so-called ‘government.’ “Do you think that any soldier who died in any of our many wars would have fought if he or she had known the truth? Do you think one person would have laid down his/her life for a corporation? How long will we remain silent? How long will we perpetuate the MYTH that we are free? When will we stand together as One Sovereign People? When will we take back what has been as stolen from the us?


“If the People of America had known to what extent their trust was betrayed, how long would it have taken for a real revolution to occur? What we now need is a Revolution in THOUGHT. We need to change our thinking, then we can change our world. Our children deserve their rightful legacy — the liberty our ancestors fought to preserve, the legacy of a Sovereign and Fully Free People.”
